The following are the salient points which THE PEOPLE’S VOICE wants to place before citizens for indepth debate on new Governance system.

• Introduce a new public service commission to facilitate aspiring politicians future-ready. It could be named “The Indian Governance Service “or IGS. Nurturing accomplished leaders by imparting proper education and training should be the ultimate goal of the institution. It can run on the lines of existing services such as IAS, IPS, IFS.

• Establish State-wise Universities to educate the aspirant politicians to start their career in politics. Such Universities could name as”University of Governance””.

• Universities should have curriculum to cover all the ministeries and courses required to become Prime Minister.

• Universities should have a curriculum to cover all the ministries /constitutional posts.

• Those aspirants who qualify from the University of Governance should become eligible to fight the election as independent candidates.

• There should be no political party. All elections should be State-funded and conducted under the aegis of the Election Commission once every five years.

• Starting from Panchayats, Municipalities, Vidhan Sabha, Lok Sabha, Rajya Sabha, all should have independent members with a Full Term of 5 years. Vidhan Sabhas/Lok Sabha/Rajya Sabha should have fixed tenure and time table similar to Schools,courts etc..

• All Ministers in States and centres up to Prime Ministers should get elected by Vidhan Sabha, Lok Sabha, and Rajya Sabha members.

• All statutory bodies like various Armed forces, Police, Taxation, and various others will independently work under the supervision of Parliament. In case a no-confidence motion against PM and his cabinet are passed, PM and others can be elected from the same Parliament ensuring that the duration of 5 years of Parliament does not get disturbed.In other words ,there should be no provision of dissolution of house.

The members of THE PEOPLE’S VOICE Society are convinced that the above system will offer a much better environment of Governance under which the economic progress can be much faster than the present system.The mentioned points are broad salient only to trigger nationwide debate for which the members of THE PEOPLE’S VOICE SOCIETY are ready to debate anywhere in India.

OVERVIEW OF PRESENT POLITICAL SYSTEM

India is governed by a Multi-Party Parliamentary system as per the constitution adopted on 26th January 1950. There are no restrictions on the number of parties, 100 people coming together can form and register a political party. 2 political parties exist on the register of Election Commission of India. Since Independence we have all witnessed how the system has been denigrated, which you will observe in the ensuing paras.

  1. Out of 2119 (as per Data available from Election Commission of India as on April 2026) registered parties only 6 national parties and 67 sate parties are   The rest exist on paper,  by the virtue of the registration reap various concessions including their doners under companies Act and Income Tax.
  2. Under the Income Tax Law, the amount collected by a Political Party, whether recognized or not, as donation is exempt from income tax

Imagine how much money can flow into the coffers of a Political Party and how such money gives power to people (who control a political party, in many cases even without fighting elections).

From 1950 till 2026, we have noted constant denigration of the political system; the following is the list, which The People’s
Voice Society group of thinkers have put together the problems of the political system by which we are being governed at present.

  1. Every political party gets formed for a particular ideology. A group of persons having a different way of dealing with economy or governing the country have been forming such parties since India became As long as ideology is the basis is welcome. But with the cluster of 2119 such parties having been formed do give a different story. There cannot be 2119 different ideologies. Are there very strong monetary reasons behind the formation very high numbers of political parties?
  2. The present scenario is Political parties have become fiefdom of a small group of persons, undermining Internal democracy of the party. Such parties who are supposed to give Democracy to country on the contrary, strangulate it within their own party. Every significant political party, as we observe at present, is controlled by a small group and while they are surrounded by hundreds and thousands of sycophants. The culture of sycophancy is reflected even in Parliament and
  3. To run a Political Party both money and muscle power are Large corporate houses, from where they receive significantly large amounts, generally fund political parties. On individual large amount are not possible. After exhausting Corporate houses, Politicians started borrowing from persons engaged in some kind of dubious activity as they could only amass large amounts of wealth to fight elections. Slowly and gradually people with dubious background started entering Political parties because they could fill the coffers of party, besides offering to finance their own election. This also resulted in auctioning of tickets amongst many takers of limited seats. Now we     find people of questionable history in high places
  4. As we are all very well aware winning an election requires huge The official limits set by the Election Commission are too meager to support even a small campaign. In order to supplement the expenses every Political Party/ Candidate has to garner funds. This results in collecting funds by whatever means is possible. Even after changes in law, making it easier for corporates to fund political parties officially, black money still finds its way into political system, which eventually damages the entire economic system.
  5. In any Lok Sabha during the last four decades, we have witnessed large numbers of political parties who have their members sometimes even as low as one or With a larger number of political parties should mean more ideas on Governance be available for  discussion. But what has been witnessed, Lok Sabha gets so fragmented resulting in the formation of coalition governments. We all have witnessed how coalition government’s function and what deficiencies creep in Governance.
  6. In the present political system political parties distribute tickets based on caste/ religion calculations, to their cronies and Many such persons are brought from Outside, while deserving candidates belonging to that constituency are left out.
  7. In the present multiparty political system, the small group of people who lead the party have to undertake the task of winning an election at the cost of attending their own
  8. When winning an election has become very important to taste power, the political parties have started resorting to all kinds of practices and denigrated the discourse to a shameful level, which is evident to all of
  9. Political parties induct lawyers or legal experts and by going public on various sub judice matters they try to overtly or covertly put pressure on judiciary and various other constitutional organizations
  1. As every Political Party represents a particular stream of thinking or ideology or aligned to a particular caste/community. Voter gets a chance to choose between parties based on various factors.
  2. Through daily discourses of Political Leaders, voters get a chance to observe and make up their minds who can lead the
  3. New members automatically get incubated in a political Members of the party become educators and mentors of the next generations. Politicians coming out of the same family is a natural way of profession being passed on from generation to generation.

Over the last 75 odd years the Political system has degenerated to such a low level, full of corruption and Each political party is fiefdom of few leaders filled with hundreds of Sycophants. Indian citizens are not getting the benefit of Political System of Governance, which they should be getting. The following are few suggestions for a debate to be started in the country;

  1. Politicians should be well educated and specially trained to the job as in other professions. Like other services, Indian Political Services should be started. New colleges/ universities should be established for imparting political education and systematically grooming them tfor Governance and law
  2. A minimum age/maximum age should be fixed for entry/ exit into/ from Vidhan Sabha/ Lok Sabha/ Rajya Sabha. Only those candidates who fall within the qualification and age criterion should be eligible to be elected to these
  3. Every eligible candidate should be belonging to his There should be no provision of implanting an outsider in any constituency. No candidate should be allowed to contest from more than one constituency.
  4. All candidates should fight as INDEPENDANTS   and not be part of any political party. In fact, in our scheme of thinking there should be no political party in the
  5. All elections should be State funded and conducted under the aegis of the election commission and each candidate should be given equal opportunity to express his/her ideas/views before the
  6. The Prime Minister/ Chief Ministers/ Cabinet Ministers and Juniors Ministers should be elected by the MLAs/
  7. In the event of the Prime Minister or any other Ministers losing no confidence motion, fresh elections can take place within the same house without any fresh general Thus, each house once elected will survive for full term. Simultaneous elections in center and all states can become far easier to handle.
  8. The sessions of Parliament in each year should be pre determined. It should not be the prerogative of Government to call the sessions of Parliament, as per their whims and fancies.
  9. There should be a minimum number of days the parliament should run in a year, similar to the timetable of schools or courts.
  10. All MP’S must attend minimum qualifying hours in the parliament to remain as members of the parliament otherwise the lose their Parliament
  11. In the event of a particular member ceasing to be a member due to death/ insanity/ or for any other reason, the runner up candidate should become member without holding bye
  12. One candidate should fight only from one constituency, avoiding holding another election, if vacated by the candidate winning from both the constituencies.

The above are only the starting points which must trigger off the thinking process, this idea is being put in the public domain and it should be discussed throughout the length and breadth of the country and some new formula of Governance should come out because the present system of Governance seems to have outlived its utility.
